Ms. Danguolė Bublienė

Biography and career

Danguolė Bublienė was born in 1972. In 1995 she obtained Law Degree in Vilnius University.
In 2007 defended PhD thesis. 
In 2017 she was appointed as a judge of the Supreme Court of Lithuania; during 2022-11–2023-03-27 she was Chairperson of the Civil Cases Division, since 2023-03-27 President of the Supreme Court of Lithuania.
Before becoming a judge, D. Bublienė gained extensive experience in a number of positions, including leading, related to law in various public sector institutions. D. Bublienė worked in the Ministry of Justice of the Republic of Lithuania (1994-2005) as Specialist, Chief specialist, Chief specialist-expert, Head of Private law division, Director of Law department, Director of Private law department. During 2005-2007 she served in the Ministry of Education and Science of the Republic of Lithuania as the Secretary of the Ministry. She also has ten years of experience as advocate (2007-2017). 

D. Bublienė is experienced in the numerous working groups on drafting and implementing various legal acts. She also actively participated in the process of harmonisation of national laws with European Union acquis communautaire. D. Bublienė was a member of the Commissions devoted to solve various harmonisation issues within the fields of corporate law, competition, economic affairs (1997-2004). Also participated in the European Commission expert groups and working group at the Council of the European Union. In 2004 by the Decree of the President of Lithuania in an occasion of Lithuania joining the European Union, D. Bublienė was awarded with an Order for Merits to Lithuania the Knight’s Cross for distinguished merits and support for Lithuania in pursuance of membership in the European Union. In 2013 during the Lithuanian Presidency of the Council of the European Union D. Bublienė was the head of the working group of committee on civil law matters at the Council of the European Union dealing with the Proposal on Sales Regulation. 

D. Bublienė successfully combined and continues to combine her practical work with scientific research and academic activities: in Mykolas Romeris University Faculty of Law as assistant (2002), in Vilnius University Faculty of Law (2003-to date) as assistant, lecturer, docent. D. Bublienė is a recognized expert in consumer protection. 
Areas of her research interests are: Law of obligations and contracts, Consumer law, Family and inheritance law, certain procedural institutes (class action, out-of-court dispute resolution). Therefore, she has a great deal of work in participating in research projects in the mentioned areas (coordinator and researcher in the project “The Perspectives of Europeanization of Law of Succession” (2009, 2010); study „The realisation of the consumer alternative dispute resolution mechanisms in Lithuania and opportunities for its development“ (2012); project „Focus on Collective Redress. A new resource for a growing need“ (managing by British Institute of International and Comparative Law) (Lithuanian report) (2012-2015);  study on application of the Consumer Rights Directive 2011/83/EU (as independent legal expert) (2016); study on State of collective redress in the European Union in the context of the implementation of the Recommendation of the Commission on common principles for injunctive and compensatory collective redress mechanisms in the member states concerning violations of rights granted under Union Law (managing by British Institute of International and Comparative Law) (Lithuanian report) (2017), etc.). She also participated in other research projects: project related to the Implementation of Services Directive (organized by the German Research Institute for Public Administration Speyer) (2009-2010); project related to the perspectives of ex post evaluation of legal regulation in Lithuania (2017), etc.

D. Bublienė is the author and/or co-author of nearly 70 scientific publications, scientific studies and reports; author and co-author of 9 monographs. 

She is a member and board member of the Association of Judges of the Republic of Lithuania, in 2021 was appointed by the Council of Judges as its representative in the State Guaranteed Legal Aid Coordination Council, also as the Lithuanian representative in the Assessment Committee at the Hague international private law conference. From March 27, 2023 she is an ex officio member of the Council of Judges.
